The design team probably just wanted to give the arena some depth, so they added some kharacters into the background. Bet they didn't think those kharacters would have the fan speculation they have today.

Now that you mention it man Torch does ring a bell 
Maybe blaze was another nickname or perhaps the Team made the name up. Blaze does sound better than Torch lol
Although no real info on these kharacters are available and I believe they were just there to add atmosphere they are pretty popular and kool in their own right. These warriors are as familiar to us as Scorpion and Sub-Zero! lol

For some reason, I just can't take the idea of them "just being there to look cool" as a proper answer. There's simply got to be more to it than take. The MK Team always had plans up their sleeves, so surely they wouldn't just throw these guys in the background for no reason.

If there is dude id love to here it.
But im not konvinced that they arn't there just for show lol
Maybe MK9 will develope these kharacters to explain why they were there.

If you watch the Blaze Bio card on youtube they said the burning guy was blaze (MK2). It might have been one of those things where they had this idea for a character but didnt have the resources or story tie-in to include him at the time. An on fire character in any of the 2d games would have probably taken up a ton of memory. They were obviously limited if they used pallete swapped characters to stretch the memory as is.
The MK team called him torch, but for legal reasons they had to change it to blaze.
