No, MUGEN's not an emulator. It's a fighting game engine thats fairly easy to add your own characters to. So people rip the graphics for existing characters from games and recreate them as MUGEN characters.
There are folks making a MUGEN MK game with added characters, tons of fatalities stuff like that. It looks really cool, but as of last release still plays pretty bad.
