That's not really explained, but I think it's to show her as more of a threat and a beast-like character. She's definitely more intimidating.
Her old bio stated she was 'hand picked' by Shao Kahn to be Sindel's personal protector, assumably due to her vicious predator instincts. Her new look definitely pursues that definition.

I think they wanted to make her look more Shokan-like as opposed to a tall white woman with four arms. I made a discussion thread about this a loong time ago, before MK: Armageddon was even released. You can see some speculation about it here:

i dont quite get this whole 6month rule thing, i meen if there's a legitimate reason to bump it then why not? but i respect the rules so i wont
but wanna hear my take on the sexality thing? she has four arms go-figure, though why one guy would need four arms is beyond me
and no-one tans *that* heavily
its uncommon, but people can change colour, but they should really have explained it, it just looks weird
lastly there was quite alot of swears in that topic, shit, i avoided swearing incase it offended people
ps: fucking hell, see those camel toes?

I personally am in favour of old topics being bumped as opposed to new ones about the same topics over and over again, but I don't make the rules. (Perhaps TMK or Chibi could lock threads after they reach a certain page or after no new posts are made within 6 months?).
In artwork of Sheeva she always hard darker colour and looked more Shokan like, it was just her in-game sprite from MK3 that looked quite different. You could always say her colour changed with "age", or make something up.
Regarding Sheeva as "sexy". I'd say any chance she had at being attractive died when she lost her MK3/UMK3/MKT look. Yeah sure, even back then she had four arms and not the nicest looking feet, but c'mon, she had a decent rack and her face wasn't too bad. In other words...
 
With regards to swearing, it's only a problem if its for the purpose of disrespecting another member. Read the forum rules for specifics.

I think one possible reason for her...um... pallette swap, was because you can count the number of black MK characters on one hand: Jax, Kai, Darrius, Tanya, Sheeva.... tell me if I missed anybody.

Cyrax and Dairou (although he may be a different race) are, and you may be right, though I don't like the aspect of the theory; totally changing someone's appearance to limit controversy.

Sheeva wasn't Caucasian to begin with so I really doubt that they made her "darker" for racial diversity She's not even human, so she has no ethnicity like us.
On the other hand,
Jax IS African American.
Darrius (l{ombat_l{rave said Dairou by mistake) is black, though he isn't of African descent because he's not even from Earthrealm.
Jataaka is in the same boat as Darrius as she is from the Netherealm.
Kai and Cyrax may be black, and though they look it, they may not be.
Tanya and Jade are NOT black, though they are dark-skinned. Just because someone has dark skin doesn't make them black.
Tasia (from Special Forces) may be black, but I'm just profiling (bad of me).
And I agree that totally changing someone's appearance to limit controversy is wrong.

Considering they didn't have a single black person in MK1 and thoughout the series as a whole there's been a shared amount of different groups (females, males, ninjas, asians, blacks, whites, outworld, cyborg, etc etc) so I can't see it having to do with that. An interesting concept, but an unlikely one.
I think it mostly has to due with trying to make her seem more Shokan like rather than a slender, tough white woman thing with four arms. We've seen far more drastic changes before... *coughMotaroloosinglegscough* Maybe they'll explain the difference in appearance in Sheeva's Armageddon bio.  I can see it now:
