Tsung and Quan Chi die, though Onaga lived. Rayden's 'soul' had been obliterated though his body regathered in Earthrealm where he became what we know as Dark Rayden (not because dying turned him evil, the story claims he was simply out of patience for the humans). As a God, I suppose he can't be entirely 'killed' unless he's banished. But no one really dies in MK.

The fatality is the power that is showed n the introduction, he sacrifices himsself to delivery a powerfull attack, it destroyed everything but no onaga.
And if you remember, cyrax and smoke has suicide fatalitys too in mk3

I'm thinking she's talking about the in-game fatality, not the introduction.
He does build up quite a charge and there are a lot of things (like Raiden, or...your head) that can explode when there's a strong enough charge in it.
The sound of thunder is caused by the air around a lightning bolt exploding.
Actually, it can explain the introduction, but in there, Raiden's giving it all he's got.
