They would only try to kill each other if you were refering to the old Sub-Zero (the one that died in MK1 and is now known as Noob Saibot).
Scorpion and the younger Sub-Zero have to quarrels and only fought in MK4 because Scorpion was tricked into it.
As for President of USA, I'm not American so I couldn't care less, but as for ruler of Earth (FYI: Earth and USA are not the same thing), I would LIKE to say Scorpion because he doesn't take any shit from anyone and he's friggin' immortal!! But I can see him using the human population for his own agenda so I would probably have to say Raiden, as he is ALREADY the protector of Earth.
