You must play the konquest Mode to get all Fighters.

in order to receive certain characters you must get their key in Konquest mode to unlock them at the Kyrpt. Certain character's keys will be at a realm only at a certain time of that day month etc in Konquest. For example Liu Kang is like every friday in Edenia at Point G-8 around 12 am. Gamespot has all the character unlocks posted for anyone.
