This isn't about who would win in a fight but just who would be the best right hand man of Shao Khan out of:
Kintaro
Goro
Baraka
Shang Tsung
Mileena
Blaze
Havik
Moloch or
Scorpion

You forgot Motaro... And: I can't see Blaze as a possible right hand man of Shao Kahn, because Blaze has been defeated by him in MK: Armageddon.  Scorpion is neither a bad guy nor a nice one. I think he's fighting for his own, only for his personal revenge.
In my opinion, the best right hand man was, is and will ever be Shang Tsung:
1. They are both soul stealers
2. Shang Tsung hasn't an army like Baraka with which he could stab Shao's back.
3. Shang Tsung seems very loyal and begged for forgiveness after his loss. After received mercy I don't think, Shang Tsung would do Shao Kahn any harm.
One option to Shang Tsung could be Moloch, because he/it doesn't really seem to be very intelligent and maybe could be held as Shao's pet.^^
The others like Goro, Kintaro, Motaro, Mileena, etc. know about their strength and intelligence and because of this they could plan a revolt against Shao Kahn. But he's smart enough and has the experience to know this fact.

Shang Tsung as Shao Kahn's right hand man.......have you forgotten that Tsung turned his back on him and killed him with Quan Chi?
Id say its out of 3.
Kintaro. Hes always loyal to Kahn and has the muscles to krush any bone and rip any flesh for his Emperor.
Baraka because he has also always been loyal to Kahn. The Tarkatan's are a big part of Kahn's massive army.
And last would be Havik. Hes all about disorder and chaos.....and who else fits the description here.....KAHN! lol
He resurrects Kahn in his Deception ending too.

Baraka's got my vote. He has always commanded Kahns armys and extermination squads very well, and he never challengede him for the throne. He knows his role in life, and that role is to take orders from his superiors (and to rip, and to slay, lol).

You forgot one other besides Motaro. Reiko was revealed as Kahn's general in MK:D and MK:Ar. Replay Konquest mode if you don't believe me.

True but taking his MK4/Gold ending into konsideration id say Reiko lusts for the throne. Hed kill Kahn in a second if he thought he kould.
Reiko is afraid to challenge Shao Kahn.
But on the other hand the fear in Reiko kould also make him the best General. But Baraka had my vote.
