Thats M. Bison from Street Fighter not Vega.
Vega has the mask and long blade glove thing.
But yeah Kahn would destroy Bison.

He's using M. Bison's Japanese name. Pretty much, M. Bison, Vega and Balrog had their names switched around in North America.
American / Japanese
M. Bison / Vega
Balrog / M. Bison
Vega / Balrog
I guess America didn't want anymore ears bitten off.
