First, you have to upload a picture from your computer to an image host site, take Deviantart.com for instance.
Then, you open the ([ IMG][/ IMG]) command and use the web address your uploaded picture was given.
Like so:
[ img]http://fc07.deviantart.net/fs16/f/2007/129/4/0/Just_a_pic_by_MajinMike.jpg[/ img]
(remember to not leave spaces, and you'll get this:
Voila!
