Well, Shao Kahn may be harder to think for. Hmmmm...
Shao Kahn: Possibly have him do his pointing taunt, but on the end of his hand, have the sprite of him how he appears on the Battle Plan Tower, and have the music and text akin to "Buy a Scorpion Doll!" But then have him use his hammer with the "Shao Kahn Doll" on the end of it to bash the victim's head off.

Well, might at well think of some secret fatalities.
Jade: Have her do a fan swipe, decapitating the victim, then quickly do a sai throw (transition between the two using the sprites of the fan lift, without the fans), with the sais sticking into the airborne head.
Smoke: Have him do a roundhouse kick, and while the victim is in midair, have Smoke throw a spear at them, with the pullback ripping them in two.
Noob Saibot: Using the sprites of the SubZero Iceball fatality, have him grab the victim and rip off their upper half. Then, use the sprites of Reptile's invisibility move to throw their upper half to the ground, exploding it.

As much as I can remember, Jade (in this case, Kitana) throws a fan into the torso and one into the head, then she grabs them both and rips the torso out.
Although, I'm not really sure how that would turn out with the sprites available, so I guess she might only rip the head up instead of the whole torso.
