Maybe they didn't have sufficient tech to do it? Or maybe it would've been difficult to not have the hair crash through the other kharacter models.

Yeah, maybe.
But they should definitely try it out. That could be a groundbreaking effect in video game technology. The structure of hair in video games has always been a challenge.
