well i'm from australia and i just bought mk:da about 2 weeks ago so now my list might change just a tad

sub-zero
kano with or without liu kang inside
cyrax
movado
kung loa
kabal
sonya
jax (a character i can hate)
kenshi
and a few other characters
just don't bring back
bo rai cho
li mei
moloch
quan chi
they all really sucked

I say kill Shang Tsung already... (I like him, but hell--he's lost every time! Die already!) I used to want reptile dead, but he kicks a lot of ass now.
I say that Quan Chi SHOULD merge with Drahmin. He could be almost unbeatable with physicla strength and Sorcery. But his only weakness is that sometime's Drahmin's will trys to overthrow Quan Chi's control, so he's constantly battling himself as well as the others. I have a really bitchin story I should post, but it would take some time to make. I'd also like to see Kabal return, as in to kill Mavado, because Mavado killed Kano. That would be cool, but I doubt it'll happen. Dear god, just don't bring back lard ass Bo Rai Cho, PLEASE! I almost hurled when I saw his alt, what about you guys?

nah the most frustrating thing was using him in konquest, with the mirror match. It was the slowest match of my life, bo rai cho is so slow

Kanos Brother (Kano finds out that he has a brother who is a member of the red dragon clan)
Evil Frost
Ermac
Reptile (Back in human form)
Evil Liu Kang (Shang Tsug comes back from the dead in soul form and creates evil Liu Kang)
Kano (With a robotic arm leg and chestpiece note that robotic parts would have been recoverd from the destroyed cyrax)
And A few more.

As far as I'm concerned, a DVD can hold many gig's of information. So, some 40 character models, plus their styles doesn't sound like THAT much to me.
I think that the number should be 30+ for normal characters and 5+ secret ones (but GOOD ones).
Out of the 30+, they should include something like 23-25 old characters and bring some 5-7 new ones.
The secret ones should be the all time wanted Noob Saibot, Ermac, Human Smoke and maybe some others.

They were just ideas and I made a storyline for the introduction of new characters so there was a background to there arrivel.
