He was just a joke character, guys..... he was added only as a third ninja, with the other twos moves. He was only added after the third revision of the arcade machine MK1, but was soon added to the line-up as a serious character. But he did start out as a just a joke. A serious one, but still a joke. (a dude that fast is ALWAYS a joke.)
