Rate the characters on following basis:
3 - the character is almost perfectly designed, well balanced, good costumes, etc ...
2 - this is a great character, but lacks something, something not too big needs to be revised to make him perfect.
1 - this character is a nice idea, but otherwise a wrong development. Heavy changes are needed to make him good.
0 - this character has no redeeming qualities at all, can be thrown into the waste bin and forgotten about.
(This is not exactly based on things like fatalities ... otherwise Quan Chi would get a "0". Fatalities are important, but look at characters as a whole.)
So far 5 ratings have been submitted and the scores per character are:

Not too bad. Some characters are plain bad and they pull the score down. Other are nice ideas, but not well done. Others need a small revision.

According to your ratings there are only 3 completely well developed characters: Raiden (thumbs up on this, he's my favourite), Reptile and Shan Tsung? You would change things in the rest of ... 21 characters?
That's why I said you were strict. But, hey, as long as your opinion is not biased, it's very well wellcome.

i just think all of the others aren't as good as they could have been and some of the old characters ave gotten worse (sub-zero, jax). and i think that Raiden Reptile and Shang Tsung are the best they have been and don't need anything more done to them

I see, you have a point. Jax got screwed up begininng from MKII. Sub-Zero is a rather weird case though.
