Well, the idea of Sektor returning would be a good idea in my opinion. He did have a small part in Deception where you had to do a side mission for him when you found him in Edenia, but you had to go to Order to complete it. He needs an expanded storyline and needs to be put in the next fighting game, if it's even going to be created.
