Actully, if you listen to the "Making of Mortal Kombat Mythologies: Sub-Zero" John Tobias says the same thing, however he found out about a rare clan of Chinese Ninja called the Lin Kuei, thats how he came up with a cool back story for Sub-Zero.

Some of them(siberian tigers) are white and the snow is white so I think it wold really be cool.

Well it makes sense that album suggests he is Chinese.
But he did not look like Chinese.
Also Scorpion did not get a Japanese look.
Funny eh?
Lin Kuei mins forest warrior and Ninjas in Japan are also called mountain warrior that is the only major difference I see in the two forms.

It is proven Subzero did not born here.
But his face should have been more Chinese.
