First of all I filled the the colors with a flat color and then used the magic wand and then did a I think Gaussian Blur to every color.
Second.
Deadfool, I did not trace the picture but like copied it
Now I am doing Quan Chi
BTW if you have any more of those pictures I would like to see them to draw them
I also learned this art style today : D
