I say yes. The reason for it is thus.
Rain would be the best fighter to have back in MKD with the current storyline. He is probably the ONLY character in this storyline that SHOULD be back at all costs. You may think wtf for? but there is more to him then just a look and moves. Its his storyline.
Before Shao Kahn, Rain was the General of Edinia and sole guardian of Kitana and Sindel. It was shown that Rain was at some stage engaged with Kitana (DOTR) However when Shao Kahn took over he was given two choices. Live and serve him by turning his back on his world or die and serve him in death. Rain chose to serve Shao Kahn as his General in life yet his true desire was to someday gain revenge. When he killed failed in a mission the emperor beat him to a pulp. However supposedly dead Rain was not as entirely dead as they thought and he escaped to the wastelands of Outworld.
Now comes his storyline.
This is the Begining I think he should have if he came to MKD.
Having escaped Shao Kahn's fortress heavilly beaten, Rain hid in the shadows of the wasteland of Outworld. When he heard of the Deadly Alliance he stayed hidden due to his weakened state. Alas news came to him of the breaking of the Deadly Alliance and Sindel restored as queen. As he was readying to pay visit to the queen and ask for forgiveness for his past sidings, he heard the news of the Dragon King rising and Kitana been captured. He ventured forth and stumbled luckilly across Sindel and Jade. A battle commenced but after a while it stopped and they allowed Rain to speak. Rain begged Sindel for forgiveness and asked to join at her side once more. Much to Jade not trusting Rain Sindel re-appointed him as her servant.
Now for his Ending that I think he should have.
Having devised a plan to rescue Kitana Sindel and Jade would have to rely on Rain to save her. Whilst Sindel and the earth warriors deter the Dragon King's attention to a battle further away Rain is able to free Kitana from her confines. They then meet the army and join in battle. At a last strike the Dragon King is finally killed. With Queen Sindel restored back to her rightful position as ruler of Edinia, Rain is pardoned for his past sidings. His family name is no longer in shame and he has been given back his position as the General of Edinia and the sole protector of the Queen and her daughter. Rain had used his chance for redemption. He would now serve his Queen well and die to protect her if need be.
That is all. You see as Rain turns good he regains his position like he had in the past and well. Thats the perfect story.

I would say that it is more then likely that Rain will be one of the "super unlockables" in deception. And I am not saying this just because ofcourse he is my favorite character, but because it was stated that he will appear in konquest. I know this does not make him a playable character, but I am sure that Boon & Co. picked up on all the hype Rain has brought about and decided to throw him in as a "super unlockable."

i never really liked him but it wudnt be too bad to bring him back because alot of the deception focuses on edenia i herd but yea it cudnt hurt i love ninjas but i just hate that colour he has but i wudnt be so surprised if he was in there somehow

yanden that story was great if i could i would recomend to midway that u r a great story writter for the mk series. That wuz excelent!
