It's 24 plus shidenko (Your character from Konquest) when you complete Konquest mode you can use him in Arcade mode. So the total number is 25 at this stage.

The closer to its release the more kharacthers pop up. Darrius, Raiden (confirmed) Kira, Tanya etc. I would guess at lesast 24 but probably more. Maybe a total of 28-30?
