Just try holding low punch until its time to do it. Once it say finish him/her walk all the way up to them, then take one step back and then release low punch! It should work.

Hold LP 25 secs on the SNES or LK on 3 button joypad on Genesis and release just outside sweep range. (1 Kintaro arm length from the opponent  )
