As to your question, I haven't come across it, and I guess the others haven't yet either since I know Detltu and I were at least trying to find out when/where/how we could get it

ok, so after you've finished konquest, and opened the chest near drahmin, nitara and cyrax NEVER appear there again? damn!

If You havent found the white lotus headband WOZ :
The only way to get it is to fight kung lao 9he only appears at a certain point in the game. If you have finished konquest it is already too late. The WLH is used to get raidens staff which to my knowledge has no use.

Motaro is in Earthrealm and he only appears for a few seconds.
He is near some houses that are near some trees.
You have to meditate until 5:00(I think).
