There is an FAQ on this at GameFAQs. It explains that thus far, he is only available through Codebreaker (which is a gyp, because I don't know anyone who has one... we all have ARMAXes and Gamesharks).

not only that im sure you can only play with him in puzzle, i saw some pics, meaning that this thread is so 48 hours ago, LOL
there are also 2 other unlockable characters, monster and ghost i think
