Umm, never did I think Scorpion was ever the strongest in ANY of the MK games, though he's at his best in Deception, I think.
Perhaps the one who has shown the most strength in a MK game would be Motaro in MK Trilogy. One punch and you're flying across the screen...and it does a heckofalot of damage. Can you get any stronger than that?
