in-game all the characters have the potential to beat anyone. It just comes down to how well you use them and how well you memorize their moves and when to use them.

in certain games though, namely deception, some characters have set combo damage. For examplke, noob smoke has a max combo of 32% but he makes up for this by being able to juggle and link moves together beter than other chyaracters.
While raiden has a massive 54% max combo. But he is quite cumbersome and bulky and starting the combo is difficult because raiden is so predictable.
