Play the game and don't worry about the potion until later.
When you go the Outworld for the 3rd time (storyline-wise), you can be able to go to Li Mei's Village. Go there. In Location G-8, there will be a woman standing in front of a hut. Talk to her and she will give you a Memory Potion.
Give it to Blaze to get a reward of 500 Ruby Koins.
