He is in Deception.
He's Onaga...technically. If you follow the storyline, Onaga's spirit uses Reptile's body as a shell to live. So, what you see of Onaga...is a beefed-up Reptile with Onaga under control.
But I know what you're getting at. And yeah, I wish I could play as Reptile in MKD too.
