Its a program that emulates arcade machines. If it supports a game, you get the games rom, open it in Mame and it will play.
Problem is, there is no legal way to do this unless its a game that's ROM is 100% legal and there are like 10 of those. People make up ideas that owning the arcade game itself means having the ROM is legal and stuff like that, but it really isn't (at least not in the US). That's not to say millions of people don't use these games. Really? I thought owning a ROM along with an ORIGINAL game was legal, otherwise you gotta delete the ROM within 24 hours or something like that. The 24 hour thing was something somebody made up to make posting roms and MP3 files to the internet seem legit somehow.
You are allowed to have a backup copy of any software you own. But, the backup copy has to be in the same format as the original. So if you own a CD for MK3 for PC, you can keep a backup copy of it on CD. I think this even goes for console carts. If you own a cart you can back it up to another cart for safe keeping. Really? That'd be like requiring you have an SNES to back up an SNES cart. But, I guess so many arcade machines have at least slightly custom boards that it would make sense.

You are correct because of the difference of the boards. CPS1/2, NeoGeo MVS/CD, Konami boards. The reasoning is that they actually call to different chips etc for information. So Having it on a load of rom chips is illegal because the code can't call to the 'proper' chips, signals, etc.
Mame Emulates this. Giving a few lines of code to act as an interpreter to call signals and directx lines of code etc. In all reality, Mame is nothing more than the 'ultimate' Jamma board.
