The characters that you've played as from MK1-MKD will be in this game. As for those new characters and such I don't know. You can see all the characters that will make it into the game in the GameInformer article.
Edit: After reading the site you linked to I can tell the guy is just blowing smoke. What he says is not true. Mortal Kombat Armageddon will be on Ps2 and Xbox, not the next-gen consoles. So I'd take what he said with a grain of salt.

Ho can the One Being be in it? Unless he isn't in it until the end, it would be impossible. In order for the One Being to exist as a whole, all of the realms and everything on them must be merged into one. The story says that when the One Being was defeated, the Elder Gods divided his body into multiple realms of existence.
Usui Hasashi? I am curious to know which one of Scorpion's (Hanzo Hasashi) relatives this is.

Hmm...by One Being did he mean Blaze? That guy's either snorting stones or is just plain stupid. But to be honest, I really don't give a sh**.

Really? Will we defiantly be able to play as all characters if we could before? So Shang Tsung, Sektor, Stryker etc will be in it? So does this mean Shao Kahn and Goro a they were in Deception GC? I hope so!!!
Anyone know of of the other characters like Kintaro Montaro? I really want to play as Kintaro!!!

Ok, so we'll be able to play as Goro and Shao Kahn but it doesn't say anything about Kintaro, because we haven't played as him before!!!

Kintaro is a playable character, I think. Motaro may not be in the game.
