i think he means special move, so punch and kick dont count. i'd say fireball is teh most used too, or teleport

Basic Moves:
You ALL should agree that the most overused move is the sweep and fly kick. That devasting uppercut might go in there also.
Special Moves:
Scorpions spear/teleport punch, Sub-Zero's ice blast, Liu Kang's flying kick, and HELL almost everyone has a special move that gets overused. Those are the top.
