 That's a great idea.
Me, I'd probably first make myself, obviously. 
Then a mixture of characters from Street Fighter, Tekken, Devil May Cry, Final Fantasy (maybe), and Fullmetal Alchemist.
Mostly I'm sure of making Chun-Li Xiang and Nina Williams.
And then just some funky-looking characters. ^_^

...yeah...tell me when you can pay for fifty memory cards...
...and you didn't include any shokan side-characters...as well Hydro was originally in the Malibu Comics I believe...but I don't have much info. on the MK MUGEN Project...
