I was replaying MKT and just completing towers based on random selects when I got landed with Sheeva. Good Cod! Sheeva is quite possibly Cod's gift to Mortal Kombat. Not only has she got an incredible teleport jump that does around 20% damage and is fairly difficult to avoid (it even still damages Shao Kahn if he's blocking), she has a supreme 7 hit combo capable of delivering up to 32% damage - more if you begin the combo by delivering a jump+low punch.
Compare this to
a) Sonya Blade - maximum 5 hit combo, 22% damage
b) Kitana - some useless special moves and a piss poor combo - why did we bother?
c) Mileena - Good selection of moves and alright combos - but come on, she doesn't have four arms and isn't wearing a thong.
d) Jade - probably the closest competition to Sheeva, with a good range of attacks and (if memory serves me correctly) another 7-hit combo. But aye. Sheeva.

Actually Sheeva (along with Shang Tsung) is one of the worst characters in the game... 
Sonya: great, easy to do big damage combos, a very abuseable d+lk, and her leg grab is great, fast and damaging.
Kitana: weak on combos (although our combo vids show some deadly stuff for her) but a great projectile, very large, good damage, sets up other combos and very fast since it can be fired in air, and the natural bonus of not being vulnerable to punch air starters.
Mileena: not great but still a lot better then Sheeva. Again the bonus of not getting hit by the air punch starters, her projectile is good when fired in air, she can combo off of her popup and ground ball, and her drop kick is good and comboable.
Jade: projectile protecion is great, does what it says, plus cancels the push out of corner from juggling aa punches in the corner, and her dash kick is high priority and very safe since its very hard to attack her afterwards.
Poor sheeva is a huge target, her moves are terrible, her fireball has a huge recovery time after it, her teleport slam is easy to avoid (by walking pretty much). Maybe if she had an air throw or something. Maybe a faster roundhouse since it has good range, but overall, yeah, she is the worst character in the game.

Sheeva is the worst for overall gameplay, her stomp can be avoided simply by walking backwards. He damage is decent, she has a couple creative combos.
Sindel is the best (ranked #9)
Female characters compared by damage off a jump punch starter using what would be considered a good scenario:
Sindel - JPS, 4 hit pop up, walk in, take a run step, HPHP, JK, air fireball - 9 hits 56%
Sonya - JPS, 5 hit pop up, deep JK, standing HK - 8 hits 52%
Sheeva - JPS, 7 hit combo, 8 hits 51%
Kitana - JPS, 4 hit punch combo, sweep (connects and is unblockable on most characters) 6 hits 41%
Mileena - JPS, 5 hit pop up, JK, air sai - 8 hits 40%
Jade - JPS, 4 hit punch combo, sweep 6 hits 37% (some characters you can LK and HK instead of a sweep for 37 and 39%)
Punisher combos for example on Human Smoke on a blocked teleport punch:
Sindel - aaHP, scream, aaHPHP, scream, aaHP, scream, aaHP, scream, 4 hit pop up, walk in, take a run step, HPHP, JK, air fireball 9* hits 80%
*doesn't add the single punches, the combo is actually 13 hits
Kitana - aaHPHP, JK, fan throw, aaHP,aaHP, wave punch - 7 hits 56%
Mileena - aaHP, JK, roll, aaHPHP(charge Sai), JK, sai shot - 7 hits 50%
Sheeva - aaHP,HP, RH, ground stomp - 4 hits 45%* (the stomp is unavoidable due to the timing and does not count as part of the combo, but adds 15%)
Sonya - aaHP, JK, leg grab - 3 hits 43% (if you do two aaHPs before the JK, the leg grab becomes damage protected and the combo winds up doing 10% less)
Jade - aaHP,HP, aaHP, JK - 4 hits 35% (very generic but it's all she can do)

Actually, I've noticed that if you do Sheevea's full combo with the jumping punch included, you will kill your oponent with a mere two combos... so, yeah, I guess I''ll have to agree with you on her being one hell of a fighter.

Being able to get her 7 hit combo with a jump punch is very difficult against good players.

Mileena is one of the greatest and I must say she is certainly the hottest female character of them all, despite the fact she is half-Tarkatan. She has some of the deadliest combos I've seen and she also has some good fatalities in the classic games. From the newer versions, however, I liked the way she sank her teeth into her opponent's neck and bit off their head. A new trophy for her and more bones to sharpen her teeth with. ALL HAIL QUEEN MILEENA!!!  *does evil laugh*

lol, except in UMK3 and MKT where she has terrible combos.

I guess that's true there. Although I didn't play MKT, you have a good point, but she does have killer kombos in the newer versions. For example, I have a way of tying her Ying Yeung and Mian Chuan styles into a single kombo while ending with the Sai weapon. It took a while, but I finally channeled a pretty big combo. Other than that, I totally agree with you, Dreemer.
