I always find it funny that people always reply "don't type in all caps" when it's a small post and the person's excited or something.
If anything, it's worse to constantly put worthless spam posts saying 'not to post in caps' then to let it slide, or to simply PM the person and tell them not to through there.
Just my 2 cents. _________________

Well, many members who do that are trying to help us mods+ out by curbing the tide, so to speak.
It isn't so much that they too are spamming, as they are saving people like me the time to do the exact same thing. Though I add to read the rules. And I consider it a more potent warning when a user warns than when a mod/admin warns. In my head, if a user is warning you they are either trying to help someone, or they are getting annoyed. Either case carries a lot of weight with me. User warnings to me are both helpful, and a measure of how the users are feeling.
Not to say that I want to recruit everyone as a mod so I don't have to do anything. lol If a user warns or not is totally up to their own selves. And since I would say the same thing to the user, in the same thread, I cannot consider something I would do as spam.
It is a helpful reminder to a newbie that he/she is new and that there are rules to follow. If they are not followed there can be consequences. Since I cannot always be here, I do appreciate other users trying to help the newbies learn. It means that they too care about the forums. And those that don't, do not care less in my book. pseudo-modding can get very tiring. Believe me, I've been there. Sometimes it's just easier to sit and watch, and then complain.
So, anywho, back to topic, but feel free to pm me your opinions on this matter.

My main rebuttle for that lies in the Personal Message system. It doesn't bother me as much when someone has a small post in CAPS. What bugs me more is seeing one or more people telling the person not to post in CAPS, especially when it's a trivial thing. I personally suggest using the PM system, because a post in CAPS doesn't stirr the thread away from the topic at hand nearly as much as someone telling them to not post in CAPS.
My 4 cents. _________________

Well, if users could ignore it, then it wouldn't have bothered them enough message about it in the first place. Since they have posted, it apparently derailed them in the thread, which means that whether or not they put a reply, the topic has already lost some steam. So really, the damage was done. What we do at that point, is tell the newbie what was wrong. One could pm, or one can post in topic.
If they post in topic, then I don't have to on something like caps. So you see, eventually, someone is going to post in topic reprimanding the user. If not myself, Chibi, or TMK, then a user. And since a user is posting, then the whole thing has detracted from the topic, and the reprimand hasn't added to the fact that the detraction occurred.

The way I see it, Amphibious, is that TMK, Shoe and Chibi cannot be here 24/7, and I would never expect them to be. They have thier lives as well. If no one says anything to noobs publically, then they will just keep doing it. And even if they stop, then others will do it without knowing any better. It's not as often that I speak my mind about something that a user is doing, so you better believe that when I do, I'm pretty annoyed by it. I'm not a mod, but that's not going to stop me from telling someone that they are wrong for not reading the rules.

Private Messaging.
I don't expect the mods/admin to be here 24/7 either, but truth of the matter is if the noob will learn from a post, they'll just as much learn from a private message. And if they don't, then they probably are intentially caps locking or whatever.
All members have the ability to PM, and can PM as many times as they want (unless it's harassment). That way, every member who gets annoyed by posts in CAPS can tell them not to, not just one person who posts after them (or two or three in some cases which definatly = spam...)
My 6 cents. _________________
