Yup Tongan Ninja said it right there Cyborgs cause there still human's trapped in A Cyborg body like Cyrax is still human underneath it but Sektor is stuck being a Cyborg for life cause his soul got killed for good.

They are a bit different from other characters, but like every character, a little practise and you can become a champion with 'em.

Yes, that's one of the worst things about the tele-uppercut is when it's blocked. But I found a way to use it with little risk of someone knowing to block. You see, while I was playing MK3 on the SNES the other day, I found out you can use the tele-uppercut in mid air. Try it; jump up and forward at the same time if you opponent runs at you then perform the button combo and you'll hit 'em almost every time I found. _________________

You do that and you'll get killed every time against a person. The closest to that is jump in and maybe they'll try for an anti-air uppercut. If you do the teleport then you can usually snag them but its still very dangerous. The teleport uppercut is just not a good move to do outside a combo unless you have mastered it because it can be punished so easily and also because its just not very good at hitting the opponent. I mean, if they are just jumping and not attacking and you go for the TP uppercut, half the time it will completely whiff (I imagine since the hit box for a jumping character is tiny compared to a character doing a jump kick).
It can be used pretty well if your opponent has something like a projectile with a long recovery time. If you can predict the attack and there is enough time to get out of the way of the projectile it can be handy. Considering it was released for PC, I'd imagine you could download it. It might be a little hard to find. If you have a good computer you could download an N64, PS1 or SS emulator then download it for that also.
Speaking of MKTrilogy and Sega Saturn, I just bought both on eBay!  _________________
