Khan is like C manson [gets others to do the dirty work]
But as has been said ambision carups [a good example is Raiden's MK-D endding, he is so comited to protecting earth he kills a mortal who has been fooled but is not an evil soul] and Khan and Shang are equaly matched for ambition and evilness. Sektor is prity evil due to his programing tho so he doesn't count [souless assasin]
In the SM you see shangs plot to get LK & KL to kill Kahn and make him stronger. I liked that one.
As for Shinnok and Quan Chi, again these 2 are evenly matched IMO
over all Khan & Shang are my fave evil duo but I realy don't no who the evilist would be?
