I think he's borderline. He is the best character in UMK3 and after Noob and Rain he is probably the best character in MKT. But, being good with him isn't just a matter of abusing totally broken moves or totally easy infs. The spin is fast and it doesn't activate damage protection. That's the main part of his strength. But its also punishable if it isn't use properly (unlike say the rain roundhouse).

I think Sub-Zero is. His moves are so ez to perform. My mom might even be able to beat the game with him. Also Scorpions pretty cheap, but at least his moves are a little hard to perform.

Except that Jax and Mileena annihilate Kitana in MK2.
Both of them could battle for cheapest in MK. I personally think of the 2 Mileena would win as the cheapest. Sai Shot Abuse FTW.

I can achieve double flawless almost every time with Kabal just by doing his kombos and projectiles.
Rain and Noob are easily the cheapest in any game, unless we're counting bosses too.

Jade is the cheapest character. Beating her in UMK3 is near impossible! She has the projectile immunity move, and she has an insane 8 hit combo! Sheeva is definitely one of the cheapest charcters, too. She has that Kintaro move where she goes above the screen then comes down on your head. My brother used to flawless me so much with Sheeva on Trilogy.
Also, I agree that Noob is a cheap character. Just shoot the cloud at them and do his lk, lk, lk, lk combo over and over.

no i dont think he is, anyone can be cheap, its just how you use the characters, like for me cyrax, i found a cheap 3 move combo that does almost half their health, first i would trap them in a net, then i would lay a bomb, as the opponent would approaach me, i would uppercut him/her onto the bomb before it would explode, then as it did, if it hit them, it would give me another opportunity to uppercut him/her, a very cheap strategy

well, Mileena is one cheap bitch herself, you can use rolling thunder reppetetivly and mix it with her flying kick to always get a flawless, (trust me I've tried)

If we're aloud to talk about going against the AI, then you can be cheap with everyone (at least from MK to MKT) by just having them come to you and you uppercut at the right time. Once you get later in the games, its harder to do but yeah thats uber cheap. Otherwise, i'd agree with you guys and say Noob Saibot and Rain for the same reasons.

Yeah man Noob Saibot ( I hate the way they just call him Noob now who cares if Tobias left) is by far the cheapest character but I love picking him because he's my mates' fav character and I beat him with him lol
Others that are cheap bastards are:
Baraka (one of my favs)
Kitana
And the cheapest of the cheap:
