I was just messin' around on Konquest in Orderrealm when I found him...Governor Tallen? Is he like...the ruler of Orderrealm? Or just some guy?

from the information ive gathered is that seido was a town that is raised up above the rest of the realm of order.beneath it is the rest of the planet.seido is just suported above it..thats what ive gathered..i guess its just more false info of mine

In reality, Seido is a form of karate 
You might be confusing the situation with the town in Outworld that you have to find Hotaru for in Deception.

I didn't answer my own question because it still never stated that Governor Tallen actually ruled anything...Governor could just mean he's a special guy...
...okay, I know that's not true, but still...what does he rule? Just a city, or Seido itself? Someone help me with facts please...

I was under the impression Seido was the town you go to, and Orderrealm is where it's located. It'd be stupid to say Seido is all of Orderrealm, just like saying that small part in Earthrealm is all of earth.
I'll look into it some time when I play Deception again to get a better answer for you. From my OPINION however, he's the governer of the TOWN of Seido, not of all of Orderrealm.

No, it's more like saying Earth is Earthrealm, Hell is Netherrealm, and Seido is Orderrealm.
