My question is: Who are the ´Outworld Gods´?
At first I thought that each realm has it´s unique set of Gods. But that´s not true- You can see people from Seido worshiping Raiden and even Fujin can be seen in Seido. Hence I think there is only one set of Gods for all the realms.
Side note: Even in Annihilation (which I know is not cannon) are the Elder Gods powerful both in Earthrealm and Outworld.
So who are the ´Outworld Gods´?

I remember seeing this and it sparking interest in me as well. I'm going to provide some information which is NOT canonical as the references to Outworld Gods are limited to the quote you've provided and little else. So, I'll do my best to explain it.
Think of the Gods as branches of government for a moment. The Elder Gods are kind of like the executive branch (highest up) that oversee everything and watch from afar, while not really getting involed in mortal affairs (well, that can be easily arguable considering they made Scorpion their champion, but that was only when their existance was in danger, lol).
Then you have the gods of the particular realms, such as Raiden (before becoming an Elder God at the end of MK4) who was the God of lightening, as well as gods like Fujin who is the god of wind.
The same applies for Outworld, where you have particular 'gods' which kind of watch over the realm. While Shao Kahn basically owns the realm and dictates what the people can and can't do, the Outworld gods are the ones which basically ensure now ominous powers get involved and mess around. It's just like Raiden and the gods don't prevent dictators from invading countries and stuff, as that's not for them to decide.
So, when Earthrealm became part of Outworld in MK3, the Outworld Gods were then responsible for ensuring Raiden and the Elder Gods did not interfer with their affairs any longer.
I hope that helps. I'll put more in-depth stuff later, as I'm still drowsy right now.

Anyway I hate the (Elder) Gods, because they are just lazy and immortal (If anyone should be immortal, then ME!). I hope that Shinnok or Onaga will kill them all one day!

I agree, I think the Elder Gods are a sad excuse for gods. Here's why:
1.) They created Mortal Kombat to prevent Outworld from outright invading Earthrealm, but then when Shao Kahn breaks the rules, they don't get involved and allow him to invade the realm anyways.
2.) When Shinnok comes back, the Elder Gods leave it in the hands of mere mortals to stop him from becoming all-powerful and killing Raiden and them.
3.) When the Deadly Alliance form and threaten to invade Earthrealm with the Dragon King's army, they do nothing. Raiden is forced to relinquish his status as elder god just to act.
4.) When Onaga threatens the very existance of the realms, the Elder Gods make Scorpion their instrument to stop Onaga, as opposed to acting themselves.
What a bunch of pitiful gods...Then again, they're just passive observers, so I guess that's all their supposed to do...Of course, when THEIR existance is threatened, they make Scorpion their champion.  It'd be nice if they were basically destroyed and new gods emerged to replace them.

Actually I always thought of Shao Kahn being an Outworld God as he was the advisor for Onaga with the same role as Raiden

Onaga and Shao Kahn are like Hitler and Stalin - they rule the country (or entire realm in their cases, but considering their realms are basically in the middle ages, it's not suprising you have one person ruling all) but they don't govern the godly affairs. Raiden protects Earthrealm from other gods, oni etc. from entering when they're not supposed to, while not really ordering anyone around. Shao Kahn and Onaga are basically just dictators of Outworld.
