Are there any action replay max codes to get Hotaru puzzle fighter or any of the hidden puzzle fighters?

No, there isnt. THose pictures of Hotaru and such were just for fun.

VainZiller's right, there is no way to get Ashrah or Hotaru as a puzzle fighter. They were just extras thrown into the loading screens. Besides, there were already a good list of characters for Puzzle Kombat mode.
