...in Outworld...southwest where the soldiers are...they all look the same though one is wearing a mask...
...I saw him when the game let you go to Outworld...not after I beat the game...so I'm not sure if that's the only time or not...

All you have to do is go to Outworld and find your way toward the Living Forest, go through it, and there should be a passage on the other side. That passage leads to a fortress-like area. Once inside it, you will notice a warrior with spikes on his shoulders, a skull-like mask on his head, and a pair of spiked gauntlets on his hands. That is Shao Kahn. From there he will instruct you to find Reptile and have him bring back his tribute. Reptile will return, but only half the bargain is repaid. He then sends you to talk with Reiko because he was in Kahn's helmet room tampering with Kahn's things. He instructs you to tell his general that he faces death if he finds anything tampered with again.
