Hsu Hao wouldn't have been revealed if he was hidden,don't you think?I think him and Khan are entirely different characters.

Hsu is not a secret character, this according to the pics showed from recent E3: http://www.trmk.org/images/e3/2002/mkda/e3_02_mkda_screen_06.jpg
If you check closely that pic, you get on the right-down row of characters (Kung Lao, Frost then Hsu Hao), the thirth one goes with the description GameSpot gave, "Cop hat in", etc. So, that is why it's safe to say he's not a secret character, besides from what Striker_666 just said.
