Well the fan throw in MK2 from Kitana threw a lot of blood around (and it was the most annoying move in the game aside from being thrown all the time by her and Jax)
Though Meat drips blood constantly and if you look closely a small amount of blood comes from Baraka's arms when you use his arm blades, and the fact that a lot of his moves, namely shredder in MK2 draw a lot of blood
So overall I would have to say Baraka
