Is it me or is her voice more annoying than ever? Why didn't they just keep her voice sample from Deception?

I don't think it would make much of a difference. Tanya sounds like and is a manly-girl no matter what.

I´ve noticed some difference in her voice too.
I also thought that she shared the same voice sample with Sonya in MK:A, but I´m not sure of that right now.
Besides I like Tanya as she is

I liked Tanya in MK4. She was hawt. But now, she's strictly average looking. Not a total ugo, but unlike most of the rest of the MK ladies, she's not smokin' hot.

I believe that Deception and Armageddon portrays Tanya exactly how the Mk team wanted her to be.
This is why I think this:
For MK4, Kitana was actually supposed to be in Tanya's place, but the MK team wanted new characters, so Tanya made the cut. For them to do this, they altered Kitana's existing model to look like a different character and gave her different moves and story. This is why Tanya was very attractive in MK4/Gold because she was orginally a template for Kitana.
Now, with ability to create detail in the character models used for Deadly Alliance though Armageddon, the Mk team was able to make Tanya from scratchand made how they originally imagined her.
