Something looks very fishy about this disk.
First off, the "USA Version" fonts look very generic as well as the "Playstation 2" fonts on the CD.
Its not hard to pirate a game and even have the code etched in the disc.
And labels are even easier if you have the necessary photoshop skills.
I make replacement labels often when I buy used games without their packages.
I dunno what to tell you here bud. I vote for fake, although since it isnt an american release, I could be wrong. They probably do things differently overseas.

Complete fake...
1. THe text is so off...
2. Rate E for Everyone is a dead give away
3. Raiden cover was for the X-Box collectors edition, not the PS2
4. The back of the cd isn't fully clear, like a PS2 game would be
5. The label on the cd again is of Raiden, and thjat was not a PS2 option
6. The back is off from what it actually looks like (back of the box)

Hahahaha yeah totally. And I didnt even see the E rating. That totally wouldve solidified my suspicion.
Ahhh bootlegs. Personally, I hate em when theyre not genuine.
Some people enjoy collecting what they call "rare bootlegs".
Does this game play well on the PS2 without glitches an all?
Actually, I dont even care. Nevermind. heh.

Definatly a Fake / Illegal...where did you buy it from?
Reasons:
1. E for everyone...hell no. Try (M - Mature 17+ ESRB)
2. The Midway logo is a blatent copy.
3. "USA Version" Try....bullshit edition...Midway would NEVER print that on an MK game.
4. The "Mortal Kombat Deception" text is horrible and very low-res.
5. The render they used on the cover is the wallpaper from MKDeception.com... notice that Raidens feet cut off with the fog.
6. The "Kollectors Edition" font and background bar image are differant from the official ones.
7. "DVD PLAYSTATION 2" on the disc font isn't official font licenced by Sony. (SCHE)
8. The disc contains advertising for some hints and tips hotline, which has nothing to do with Midway or this game. (probably set up to make money through illegal means (making money from Midways IP without paying royalties)...a serious crime in Midway's eye)
9. "DVD game 2 and the DVD Game 2 logo..." lol more made up shit on the disc to look official. BRA entertainment...lol, yes BRA's can be very entertaining but not when it comes to MK 
10. The back cover is horrible, the screen shots don't line up with the framework around them.
11. The back cover text is also fake, the wording used is something that Midway would never write up a game like that...especially calling Mortal Kombat "MK".
12.All the Midway licences and copyrights are missing from the back cover.
13. "game experiance may change during online play" another one they forgot...thats even if it works online...lol.
14. Printing text on the actual disc is actully very easy to do, even the official MK:D KE's / PP don't have that text on them however.
15. Disc is missing the official "Playstation 2" text and family logo.
16. There is only one "Kollectors Edition" on Playstation 2...actully...sorry there is 0 kollectors editions on PS2....the PS2 version was called the "Premium Pack" and only one special cover was made, featuring Sub-Zero.
I could name so many more things, but all up dude...sorry to say you have an illegal copy there on your hands, you will only find legitimate US copies in the US unless you import one.

Good thinking there, Luke. It would be disgraceful for any MK fan to get their hands on a fake MK game that is passed off for the real thing. If this happened to me, I would be like Scorpion: never resting until I got my revenge upon the treacherous fiend.
